Army of the Waves
Description
The Army of the Waves is the mysterious organization responsible for creating the Waves of Calamity since ancient times, and the series' overarching antagonist. It has orchestrated countless disasters across both Raphtalia's World and Glass' World, working to destroy worlds and reap the resulting rewards.
The Army is structured into divisions, including a disposable 'Third Army' of grunts and a technical department that develops advanced magic and technology — such as accessories that let unworthy wielders steal Legendary and Vassal Weapons. Its 'Vanguards of the Waves' are reincarnated agents dispatched to weaken targeted worlds.
Its leader is an immensely powerful entity known by titles like the 'World Eater,' said to reincarnate individuals and grant them special abilities, and motivated largely by amusement. The Spirit of the Shield warns Naofumi that the Army is too powerful to confront head-on.
